| The Times Leader reports that after a two-year investigation, a Hazleton man scheduled for trial next month for killing a 25-year-old woman in a DUI-related accident has pled guilty to the charges against him. At the time of the crash, the man was allegedly traveling at nearly 30 mph over the legal speed limit and had a blood alcohol content (BAC) of .14 percent.
In this case, no other cars were involved. Only the man and his passenger, the woman who was killed, were present. In DUI accidents more generally, the blame for the accident is almost always laid upon the drunk driver - if any driver in an accident involving more than one vehicle has a BAC of .08 percent or higher, law enforcement will assume that the accident is that driver's fault.

| Wilkes University students publish a student newspaper, The Beacon, which recently made an excellent case in favor of Wilkes-Barre's need for establishing more DUI checkpoints near Public Square. Citing accident reports and local and national statistics, an opinion piece in the paper argued that checkpoints set up every weekend in the vicinity of the square would deter drunk drivers and, potentially, save lives.

| The Times Leader reports that police arrested a Schuylkill County man this past Tuesday and charged him with homicide by vehicle while driving under the influence (DUI), accidents involving death, failure to notify law enforcement authorities of an accident, two counts of driving under the influence and several traffic violations.

In 2006, Hazleton made national news when it passed its Illegal Immigration Relief Act, a law that discouraged hiring and renting to undocumented immigrants. | Earlier this week, I wrote about Charlotte Lewis' bicycle accident in Scranton, PA.
I thought it might be helpful to follow up with additional information about Scranton, PA hit & run charges.

| PA Legal Requirements for Motorists Involved in Accidents |

| This morning I read some good news in our local paper. A Times-Tribune story reported that Charlotte Lewis, a young Scranton woman who was very seriously injured three months ago in a bicycling accident near Scranton High School, has recovered extraordinarily and unexpectedly well from her injuries. She is back to work and has begun riding her bike again - and has begun wearing a helmet every time she rides. Congratulations, Charlotte!
There were no witnesses to her accident, but the accident report says she likely hit a sewer grate, causing her to lose control. Based on the damage to her bike and her experiences with riding, however, Ms. Lewis, who cannot remember the accident, believes she may have swerved to avoid a collision with an oncoming car.
Pennsylvania law requires a driver involved in any accident resulting in injury to stop and remain at the scene of the accident, to provide basic information, and to render aid. Even if a driver does not physically strike a cyclist, he is still considered to be involved in a motor vehicle accident if he creates a situation that causes a cyclist to take evasive action, resulting in the cyclist's crashing.
If an accident victim suffers serious injuries, as Ms. Lewis did, and the motorist leaves the scene, then the motorist might be charged with a felony of the third degree and face both imprisonment and fines.

| It is not uncommon for people to be charged with violent crimes in Monroe County. But what causes some people to become violent while others never do?
Following the recent, shocking mass murder at a Binghamton, NY immigrant center, the Pocono Record published and article about what triggers such killing sprees. Experts who were interviewed said mass murderers generally share certain characteristics:
- They experience a major event that makes them both suicidal and vengeful;
- They usually are middle-aged white males - men commit 93% of violent crimes;
- They usually are angry at a person, group or place and target the people or places they blame for their anger (though some do kill randomly);
- They usually have no criminal record; and
- They usually have no record of psychiatric treatment.
But, when you read these characteristics, you still have to wonder why, because so many people fit this profile and yet never commit a violent crime.
