Times-Tribune reports that the Wayne County Court has sentenced an Oregon Township man to between 16 (minimum) and 35 (maximum) years in state prison for repeatedly sexually assaulting two girls, ages 4 and 6.

| Old Forge Gunman Arrested |

Times-Tribune reports that Old Forge schools were shut down and several local roads closed this afternoon while police worked to apprehend an alleged gunman roaming in and out of the woods in a residential and business neighborhood near West Oak Street Cemetery.
Thank goodness, Old Forge pizza production appears to have remained unaffected.

| I read with great interest and some uneasiness The Citizens Voice's recent report about Wilkes-Barre's plans to use federal, state and local funding to install citywide surveillance cameras worth $2.1 million; the city will soon have more cameras per person than NYC or LA.
At the risk of sounding overly dramatic, I could not help thinking of Orwell's 1984:
"It was terribly dangerous to let your thoughts wander when you were in any public place or within range of a telescreen. The smallest thing could give you away. A nervous tic, an unconscious look of anxiety, a habit of muttering to yourself - anything that carried with it the suggestion of abnormality, of having something to hide."
As Luzerne County reels from ongoing revelations of political corruption and as city funding evaporates for public amenities like swimming pools and community events, the city spends millions on measures that impact not only criminals, but each and every one of us. Does this really make us safer?
I understand that issues like drugs and vandalism present very real challenges, especially for people living in blighted neighborhoods. But does focusing on surveillance instead of community-building make the most sense?

| Thoughts from a Pocono Criminal Defense Lawyer |

| In the 1960s, Yale University psychologist Stanley Milgram conducted experiments aimed at measuring everyday people's willingness to perform violent acts against others when told to do so by an authority figure. You may remember the results from psychology class: 65% of participants, obeying the authority figure's orders, inflicted maximum levels of pain on the experimental subject.
Of course, the "subject" was an actor and was never harmed. The participants told to inflict the pain were the real subjects, and their behavior generated a national discussion about obedience, conscience and human conformity.
I bring this up because, as a criminal defense lawyer, I regularly deal with people accused of having made criminal choices. Sometimes my clients are innocent of all wrongdoing; other times, they admit to having done wrong, but want to explain how or why they ended up doing what they did.
How conditions shape our choices remains the object of scientific inquiry, but since the Milgram experiments, we know that most people, under certain conditions, are capable of criminal behavior. An uncomfortable truth, maybe, but a truth nonetheless.
That is why when I look at the case, for example, of the Newfoundland man who recently pled guilty to helping an alleged killer flee, I try to reserve judgment. The man says he didn't know about the crimes at the beginning, and that when he found out he was too scared to stop. Is this the truth? This past September, Senator Arlen Specter (D-PA) introduced a bill - S. 1551, The Liability for Aiding and Abetting Securities Violations Act of 2009 - that amends the Securities Exchange Act of 1934 to make third parties to securities fraud lawsuits responsible to investors.
Under current legislation, in many cases, securities firms can claim that they are not responsible for fraudulently misleading investors because third parties make the actual investments. Third parties man claim they are not responsible to investors because they never communicate directly with those investors. In effect, no one is responsible to investors, even when investors have been deliberately mislead. Specter's bill would change that, closing the loophole to give investors more power and control.

| Police have filed criminal charges against six suspects allegedly involved with a robbery and torture plot in Wilkes-Barre Township, Luzerne County. Four of the suspects are already under arrest; police are seeking public support in locating the remaining two.
Today's Citizens Voice printed details of the case, taken from arrest papers. | The Scranton Times-Tribune reports that a local woman who stole over $130,000 worth of jewelry from residents throughout Lackawanna County was sentenced yesterday to two to eight years in state prison. The Waverly woman was diagnosed with kleptomania and prescription drug addiction, and will receive mental health and drug counseling services during her incarceration.

| Police are looking for a second suspect in a Stroud Township, Monroe County, criminal conspiracy.
This past Sunday, the Pocono Record reported that police had arrested one Stroud Township man for allegedly trying to rob a woman and then, shortly after, robbing another. The man, who was placed in Monroe County Correctional Facility, was charged with robbery, theft, reckless endangerment, criminal attempt and criminal conspiracy - police seek information about a second suspect in both cases.

| Our local news is unfortunately loaded with stories about people involved or allegedly involved with northeast PA criminal conspiracies.
Early this month, the Lackawanna County SWAT team arrested two men in Clarks Summit for "felony charges of criminal conspiracy and possession of heroin and crack with intent to deliver," and one woman for "felony conspiracy and criminal use of a communication facility and a misdemeanor count of endangering the welfare of children." ( The Times-Tribune, 6/3/09)
In Luzerne County, a former county president judge recently pled "guilty to tax fraud and conspiracy for accepting $2.6 million in kickbacks in connection with county juvenile detention contracts." ( The Times-Tribune, 6/10/09).
Even more recently, in an alleged murder plot, a Moscow, Lackawanna County man pled guilty to "criminal conspiracy to commit simple assault and corruption of minors," ( The Times-Tribune, 6/18/09) and a Honesdale, Wayne County teen was charged with "two counts of conspiracy and criminal solicitation of murder." ( The Times-Tribune, 6/12/09)

Last month, Wilkes-Barre Area and Pittston Area school districts put Luzerne County bribery charges back in the news.
According The Times-Tribune, federal investigators are continuing to probe Luzerne County bribery allegations connected with school contracting and hiring. Two Luzerne County school officials have already pled guilty to federal bribery charges.
Whether federal prosecutors will pursue those who paid the bribe to the school officials remains to be seen, but both the person offering the bribe and the person accepting the bribe may face criminal charges if illegal activity is detected.

Local law enforcement recently acted to combat Lackawanna County internet crimes, which have increased significantly over the last several years.
In 2008, the Internet Crime Complaint Center (IC3), run by the Federal Bureau of Investigation (FBI) in partnership with the National White Collar Crime Center, reported 33.1% more complaints than in 2007. According to The Times-Tribune, Pennsylvania complaints have increased 64% since 2003, with a 19% increase between 2007 and 2008. In response to this trend, Lackawanna County recently created a new position dedicated to handling internet crimes.
